Our stand! Retain 15, full implementation of law

Children are victims not criminals. Not just for the sole reason of saying that a kid should not put up of being sent to jail for their said "crime", but for also to the fact how most Filipinos blame them just based solely on their actions alone.

"I worked a lot with children, and anyone knows that children are not disposed to do that kind of act...or to act that way. It's probably the circumstance of their environment or external pressures – whether it be from people or circumstance [that push children to commit crime]," Catriona told TV5's MJ Marfori in an interview.

House changes proposed minimum criminal liability age from 9 to 12 years old

Legislators  voted 146-34 on House Bill 8858, which aims to make changes in Republic Act (RA) 9344 of the Juvenile Justice and Welfare Act of 2006, which is 15 years old before then altered to 12 years old.

The city of Taguig is aware of their existence. Back then, minor under age of 15 are not liable of crimes. As a minor in conflict with law, he needs rehabilitation, counseling and intervention. However, even 6 years have passed since the passing of Juvenile Justice Act, it was not implemented. It has yet to provide establishment of youth homes for the children in conflict with law. Police and social workers failed to do their responsibility. In the end, the law is nothing but just written on those paper.

For Peter, it is only what is to be expected of a government that does not care. He has no choice but to steal. No law convinced him that what he does is wrong.
