The city of Taguig is aware of their existence. Back then, minor under age of 15 are not liable of crimes. As a minor in conflict with law, he needs rehabilitation, counseling and intervention. However, even 6 years have passed since the passing of Juvenile Justice Act, it was not implemented. It has yet to provide establishment of youth homes for the children in conflict with law. Police and social workers failed to do their responsibility. In the end, the law is nothing but just written on those paper.
For Peter, it is only what is to be expected of a government that does not care. He has no choice but to steal. No law convinced him that what he does is wrong.
